On April 17, Zhejiang held a mobilization conference to promote Zhejiang to become a province with a high-quality transportation network. The answer to how to build “Zhejiang’s strength in transportation” was given in this conference. It's a 30-year plan for transportation, spanning three stages: By 2025, Zhejiang will have fulfilled its roles as the pilot province and the demonstration area of constructing the state’s strength in transportation and will have achieved initial success as the pilot area with higher quality development and the traffic model area that the people are satisfied with, and will have improved comprehensive three-dimensional transportation network including general building and gaining experience from "three one-hour" traffic circles at the provincial, municipal and urban levels, world-class ports, smart highways, high-level "four-good rural roads" and joint development of "four ports", and will have completed comprehensively the "1210" action plan of the high-quality transportation network. By 2035, Zhejiang will have generally built strength in high-quality transportation, forming a modern infrastructure, services, and governance system of transportation with high-quality competitiveness, to achieve the goals of people's satisfaction and being at the forefront of the world. By the middle of this century, Zhejiang will have built strength in high-quality transportation in an all-round way, leading the world in the aspects of infrastructure, comprehensive transport capacity, and modern governance system. The people's satisfaction is one of the goals of building “Zhejiang’s strength in transportation”. By 2035, Zhejiang will have formed three "1-hour traffic circles" and two "123 fast freight logistics circles" (1-day service in China, 2-day service in neighboring countries, 3-day service in major cities around the world, 1-hour service in urban and rural areas, 2-hour service within Zhejiang, and 3-hour service in major cities in the Yangtze River Delta). Generally, it will take an average of 5 minutes to transfer at a comprehensive passenger transport hub, 10 minutes to reach a bus station in an administrative village, 15 minutes to get to a highway (ordinary national and provincial road) in a township, and 30 minutes to get to an airport and a high-speed rail station in the downtown area. How can these grand goals be achieved? Zhejiang has specially planned such major projects as“10 projects of 100 billion yuan” and “100 projects of 10 billion yuan”. Among them, "10 projects of 100 billion yuan" are all "super traffic projects" such as the coastal high-speed railway, the wisdom expressway around Hangzhou Bay, the Hangzhou Xiaoshan International Airport integrated hub, the kiloton-class inland waterway, the Hangzhou Metropolitan Circle, the overall development of the Yangshan port area, the Ningbo West integrated hub, the Shanghai-Hangzhou Super Maglev, the Shanghai-Ningbo Cross-sea Corridor, and the Shanghai-Zhoushan-Ningbo Cross-sea Corridor. The total investment of these projects is predicted to exceed 1.2 trillion yuan. The "100 projects of 10 billion yuan” include 103 projects, with a total investment of about 2.4 trillion yuan, covering roads, railways, rails, water transport, integrated hubs and other modes of transport. After the completion of these projects, Zhejiang’s comprehensive transportation network, pattern, and the system will be formed in an all-round way, providing strong support for the construction of “Zhejiang’s strength in transportation”. |
