Hangzhou’s annual development objective this year is “1 + 2 + 3”: 1 means developing and boosting service industry, 2 means keeping developing “double engines” – digital economy and manufacturing, and 3 means expanding three new “blue seas” – urban economy, happiness economy, and future economy. To realize the objective, the city is now putting “Six News” action into effect – enhance new infrastructure construction, develop new consumption habits, cultivate new manufacturing, boosting new e-commerce, develop new health, and realize new governance.
