Quan who learned from famous masters such as A.A.Milnikov when studying in the Soviet Union at the Academy of Fine Arts in Leningrad returned to China after graduation in 1960. He then taught in Zhejiang Academy of Fine Arts for a long time. He is a professor, head of the department of oil painting, dean of the college, president of Zhejiang Oil Painting Society and deputy director of the Chinese Oil Painting Society.
His paintings are very realistic. His "Brave and Unyielding", "On Jinggang Mountain", "Loushan Pass" and other paintings are very reflective of the history.
If you want to see Mr. Quan's paintings, you might as well come to the Hangzhou Art Gallery of the West Lake Cultural Square for the "Colorful Wulin, Beautiful Xiacheng" art exhibition, which is also to celebrate the 70th anniversary of the founding of the People's Republic of China. The exhibition will run until October 15.
A total of 80 works are on display in the exhibition including Quan's painting "Return of Lhasa".

Another famous painter Pan Honghai also exhibits his work "Facing the Water". In the picture is a girl wearing a plain linen dress, embroidering by the water.
