On November 22, Hangzhou held the AI Open-source Ecosystem Conference, and issued "two lists" for AI scenario openness as well as open-source policy package, attracting the global talents to participate in the AI open-source research & development of Hangzhou to build the "AI Open-source Capital".

The support policies launched by Hangzhou include two aspects: one is to provide the maximum project allowance of one million yuan for the open-source developers, and offer free computing power to the developers every year; the other is to make the government and state-owned enterprises take the lead in using open-source technology. In addition, Hangzhou releases the list of 292 scenario opportunities and the list of 362 scenario capabilities to promote the implementation of open-source technology.
