On June 11, Hangzhou released the 2025 Business Environment Reform List (Version 8.0), and rolled out 110 reform measures, to strengthen AI empowerment, innovation incentives and enterprise rights protection, in order to optimize business environment in an all-round way.

Artificial intelligence will be used to improve bidding supervision, simplify government services, and enhance credit repair efficiency, to increase service effectiveness and fairness.

In terms of innovation, Hangzhou supports the free cross-border flow of scientific research materials and the independent recognition of enterprise talents, and explores the violation exemption mechanism in new business forms such as low-altitude economy and computing power economy.

In the field of safeguarding rights and interests, Hangzhou will standardize the supervision of expenses related to enterprises, set up an international legal service center to provide services for more than 800 times, and promote the elimination of dishonesty in government affairs institutions.
