Recently, Hangzhou has released a new policy, known as "136" Action, to further deepen rural reform further.

The policy aims to promote the rural reform in the new era, focuses on the modernization of agriculture, rural areas and farmers, and comprehensively deepens the reform in six aspects including "land, production, grain, people, policy and governance", to encourage rural residents to increase production and income.
