Recently, Hangzhou has been named as “China’s Annual Best Employment Promotion City” for four consecutive years, which could be contributed to Hangzhou’s implementation of “employment priority” concept in policies and actions.

The policy is highly targeted with effective measures. This year, Hangzhou has comprehensively upgraded the entrepreneurship support policies, expanded the scope of personal loan objects for business start-up guarantee loans, reduced the interest rate caps of business start-up guarantee loans, and shortened the payment period of rent subsidies for business venues. By the end of November, Hangzhou had issued the business start-up guarantee loans of 1,140 million yuan, with the interest subsidy of 58,502,900 yuan, and the support subsidies for business venues of 19,012,600 yuan.

There are adequate subsidies for returning to work, with wide employment channels. Hangzhou has formulated and implemented the policies to promote the employment, such as the lump-sum allowance for staying at work, and the subsidy for returning to work by chartered bus. It has issued the lump-sum allowance of 22,857,000 yuan for staying at work, and the subsidy of 402,000 yuan for returning to work by chartered bus, and has held 854 job fairs, with 24,600 enterprises providing 600,000 jobs.

Hangzhou has also upgraded a “digital & intelligent employment” comprehensive service platform, accumulatively serving 1,506,400 person-times involved in key groups, and promoting the employment of 518,100 people.
