In January 2023, Hangzhou rolled out 10 policies to support the development of headquarters economy, covering 10 aspects, such as enterprise honors, financial incentives and subsidies, land use support, housing support, talent support, enterprise convenience, enterprise license plates, enterprise services, carrier platforms, and industrial ecology. 

As for financial incentives and subsidies, Hangzhou will set up the star-class headquarters incentive funds of 120 million yuan to distribute incentives to headquarters enterprises at different levels. Moreover, Hangzhou will also provide funding subsidies for headquarters enterprises.

The identification of headquarters enterprises will officially start on May 31. The enterprises can make a declaration through designated platform websites.
