Office of the Central Cyberspace Affairs Commission released Range of Necessary Personal Information for Common Mobile Internet Apps (Draft) on 1st December, explicitly stipulating the range of necessary personal information for 38 types of common apps, including map navigation, online car hailing, and instant massaging.

Necessary private information refers to private information that are required to guarantee the proper functioning of a certain app. Otherwise the app won’t be able to work. Face recognition, fingerprint recognition and other biological information are not required for any type listed.

Besides, the document also makes it clear that once a user agrees to have his/her necessary personal information collected, the app should never refuse he/she to install and use it.
