The National Water Museum of China is located on the wetland formed by the reclamation between the new embankment and the old embankment of the Qiantang River. It faces water on three sides and is separated from the Qiantang River by one embankment.

The entire museum is centered on the pagoda. The upper glass tower is mainly for sightseeing. Tourists can have a panoramic view of the beautiful scenery of the Qiantang River and the spectacular tide on the tower. The lower part of the base part is the main body of the museum. The steps are full of greenery, so that the base is hidden in the green, echoing with the surrounding lake, revealing the harmonious symbiosis of water and life.
